The panel members discuss the benefits of America’s industrial renewal are equitably shared
The U.S. is on the cusp of a
groundbreaking moment. Three pieces of federal legislation enacted in 2021 and
2022—the Infrastructure Investment and Jobs Act (IIJA), CHIPS and Science Act
(CHIPS Act), and Inflation Reduction Act (IRA)— collectively authorize nearly
$1.5 trillion in an effort to reshape America’s industrial landscape while
meeting the nation’s critical infrastructure, high technology, and clean energy
needs. They can also create a once-in-a-lifetime opportunity to close the
nation’s racial wealth gaps, but their ability to do so depends on the extent
to which members of historically disadvantaged groups own businesses in the
manufacturing supply chains that the legislation is designed to support.
ICIC recently released a
first-of-its-kind report titled “Racial Equity in America’s New
Industrial Transformation,” which details the impact of the
IIJA, CHIPS Act, and IRA on Black- and Hispanic-owned manufacturers. This
pivotal study maps out the current landscape and charts a course for significant
change to ensure that the benefits of America’s industrial renewal are
equitably shared.
